Producerflow · Appointment economics
How much can you save with just‑in‑time (JIT) appointments?
Many carriers appoint producers in every state during producer onboarding. A significant number of those appointments often go unused. With a just-in-time appointments (JIT) approach, appointment filings occur only when necessary which leads to appointment cost savings and more flexible producer management.
JIT appointments are not permitted in all states. Where JIT is available, an appointment occurs when the producer contracts with the carrier or submits their first application, all within a state’s statutory window.
JIT allowed 40 jurisdictions
Filing necessary within the statutory window, typically 15 to 45 days from contract execution or first application depending on the state. Significant opportunity to save on fees.
Up-front appointment required MI · PA · CA
JIT is not available and appointments must be filed before solicitation of business. For California, this requirement applies to P&C business, but life, health & annuity allow for 14-day JIT. Guam, Puerto Rico and the U.S. Virgin Islands also require up‑front appointments.
Record-only states 8 states
For AK, AZ, CO, IL, IN, MD, MO and OR, carriers keep a registry of authorized producers and must make it available on request in audits, reviews and exams with the exception of only a few line-of-business specific filings.
Quick estimate
New and renewing appointments across all states.
The green states as indicated on the map. Approximately 70% of states for a typical carrier or producer with a national footprint. See the state table for the exact split.
The share of appointments where the producer never places business even if they write consistently elsewhere. Broadly appointed books often utilize between 30% to 50% of states.
Annual appointment spend is split between initial filings and renewals. Growing books tend to run higher.

The fine print
A note on fees: the calculator is based on an average of resident fees and several states charge more for non-residents, per LOA, or by the county. Renewal invoicing costs through NIPR are also not included. Appointments that are avoided also will not incur future renewal or termination fees. Your costs and potential savings may be higher or lower than modeled.
In the eight record-only states, a carrier must maintain its own registry of authorized producers and produce it on request. Some states set timing rules for the registry itself. Each record-only state may also carve out lines or license classes that must be proactively filed with their own deadlines and renewal rules.
Exceptions:
- NC, NM, OH, TX, VA are per-LOA / per-line fee states and a single representative value is used. Producers appointed on multiple lines cost proportionally more.
- TX and FL: a producer’s first-ever appointment in the state must be filed up front and JIT applies from the second appointment going forward. Counted as JIT here.
- CA: up-front applies to P&C business; life, health and annuity allows 14-day JIT. Treated as up-front here to keep things simple.
- CT: fees vary with the producer’s home state; a representative non-resident value is used.
- SC fees vary by appointment type; the Local Producer value is used.
- FL non-residents pay an additional per-county charge. Not modeled.
- LA & MT windows run from contract execution only, so JIT occurs with contract execution and first business.
- VT: the resident fee is used; non-residents pay more.
- GU, PR and the U.S. VI require up-front appointment and are omitted.
